Why a coastal Carolina roof is a different problem
A roof in eastern North Carolina is asked to do three things at once: hold on in wind that arrives from the Atlantic with nothing to slow it, shed rain that can fall by the foot rather than the inch, and resist air that carries salt and humidity for most of the year. The National Weather Service office at Newport/Morehead City counts 167 tropical cyclones that affected eastern North Carolina between 1851 and 2020 — roughly one a year, some of them landfalling hurricanes, most of them tropical storms that still bring days of wind-driven rain.
Wind is the headline, but it rarely acts alone. The Insurance Institute for Business & Home Safety describes the usual sequence plainly: roof damage often begins when wind gets under the roof edge and lifts the covering from there; once the covering is gone, rain passes through the gaps in the deck and into the house. The insurance claim that follows is mostly a water claim. A coastal roof is therefore designed edge-first — the drip edge, the starter course, the sealing of the deck — and only then by the shingle or panel that everyone sees.
Salt air and humidity work more slowly. Fasteners, flashings, gutter hangers and exposed metal trim corrode faster within a few miles of the ocean and the sounds, and a roof that is perfectly sound in Wake County can be quietly losing its fastenings on the Crystal Coast. The right metals and coatings, and a habit of looking at the roof after each season, matter more here than almost anywhere else in the state.
The baseline: North Carolina’s code and the FORTIFIED standard
Every roof in the state is built under the North Carolina State Building Code, whose editions and effective dates are published by the NC Office of State Fire Marshal. The Residential Code sets the design wind speed by county, and the coastal counties carry higher speeds than the Piedmont; the practical result is that a roof installed in Carteret or New Hanover County is permitted, fastened and flashed to a higher requirement than the same roof in Raleigh. A permit and a final inspection are the homeowner’s evidence that this happened.
Above the code sits a voluntary standard that the coastal insurance market has taken seriously. FORTIFIED Roof, written by IBHS from its wind-tunnel research, asks for four things the code does not: a wider drip edge with a fully adhered starter strip, a sealed roof deck, ring-shank nails in an enhanced pattern, and roof covers that carry the highest wind ratings — for asphalt shingles, ASTM D3161 Class F or ASTM D7158 Class H. IBHS notes that ring-shank nails alone nearly double the roof deck’s resistance to wind.
The state’s residual-market insurer has put money behind that standard. Through the Strengthen Your Roof program, eligible NCIUA policyholders east of the Intracoastal Waterway and on the Outer Banks can apply for a grant of up to $10,000 toward a FORTIFIED Roof; a companion program, Strengthen Your Coastal Roof, covers eighteen counties above the waterway, from Brunswick and New Hanover up through Craven, Beaufort and Dare. Roof systems that suit the coast
There is no single right roof for eastern North Carolina, but there are wrong ways to install every one of them. The table below is the short version; each system has its own page.

Whatever the covering, the water management around it — gutters sized for coastal rainfall, downspouts that discharge away from the foundation, siding and trim that shed rather than trap moisture — is what keeps a house dry between storms. That is its own page.
Where this guide applies
The coast itself — Wilmington, Jacksonville, Morehead City, New Bern and Washington — takes the first and hardest hit from a landfalling storm. But the coastal plain behind it is where much of eastern North Carolina actually lives: Greenville and Winterville, Kinston, Goldsboro, Rocky Mount, Tarboro, Wilson and Roanoke Rapids, and the towns on the eastern edge of the Triangle — Wake Forest, Knightdale, Wendell, Clayton, Garner and Smithfield — that a hurricane reaches a few hours after the beach.
Storms that came ashore as Category 1 hurricanes have done their worst damage inland. Hurricane Matthew in 2016 produced what the Weather Service called catastrophic flooding over the coastal plains of eastern North Carolina; Florence in 2018 came ashore near Wrightsville Beach as a Category 1 and went on to set the state’s tropical-cyclone rainfall record, 35.93 inches at Elizabethtown. Choosing a roofer on the coast
After a storm, the coast fills with trucks from other states. Some of them are excellent; the homeowner’s job is to tell which. Three documents do most of the work.
- The license. In North Carolina, anyone who contracts for work costing $40,000 or more must hold a general contractor’s license; the Licensing Board’s search shows the licensee’s name, classification and status in seconds. A full roof replacement on a larger home crosses that threshold; a repair usually does not, and an unlicensed roofer doing repairs is not breaking the law — but a licensee has a board to answer to.
- The insurance. Ask for the certificate of general liability and workers’ compensation, issued by the insurer to you, and check the dates. A crew on a steep roof in August is exactly the risk those policies exist for.
- The permit. Your county or city building department issues it and inspects the work. Any roofer who suggests skipping it is asking you to give up the one independent check on their work.
Insurance deserves a note of its own. The Department of Insurance reminds homeowners that a standard policy may exclude windstorm or hail, and often excludes flood, and that a separate wind-and-hail or flood policy may be needed on the coast.
